Android API Level 10

Hello,

Just curious, but am I to understand that Xamarin Forms only supports 4.0+ Android Devices? Would't that be problematic since 13.5% of android devices are still running Gingerbread (2.3.3)? Is there a work around for those who want to use Xamarin Forms and allow users with older phones to still run the software?
